GetAdvBill

Получить биллинг расходов по пользователю
Вход:
Month - месяц
Year - год
ProjectID - Id проекта (если 0 - то биллинг по всем проектам)
ShowTotal - показывать общие данные за период (для них date=999999)
Выход:
List<AdvBilling>
Массив биллинга за указанный интервал
